oes anyone know if you can make your phone (LG Rumor Touch) play games on it? Like, Gameboy games? If so, help would be appreciated.

You can try MeBoy. It has you to build each game as a separate .jar file and then upload it to your phone as an app. Once you have the .rom file, you would build it on your computer and then put it on your phone.
Here is a kind of derpy video, but he goes through it slowly and painfully. You don't need to get MeBoy from the same place this guy does, and you can find .rom files on pretty much any decent emulation site.

jar = Java ARchive
Try Open with → Java/JDK/Whatever rather than doubleclicking
