India has been trying to exercise population control by encouraging women to not have more then 2-3 children, and recommending them to go under the knife to stop that from happening. Healthcare in India is horrible and so women have been dying in these surgeries.
Then this comes: even though its cheaper and safer to sterilize men, the government has focused on the women
Well duh, thats for obvious reasons right? Even though it takes two to make a child, a woman can easily still have more children even though her husband is sterilized.

Actually the opposite. Being potent is seen as generally normal, while being impotent is seen as unmanly, and something to be hidden away and not discussed and not something to see a Dr about.
Sure you get the odd guy with 27 kids who is ordinately proud of it. 99% of men don't want any more than 2 or 3 kids purely down to finances.

It's the opposite in Western countries where they pay people to have as many kids as they can.

You're assuming every man wants kids. I know I certainty don't. I don't get why potent sperm is something to care about. An ejaculation has something like 180 million sperm. Even if 99% of them were duds, it would still be enough (in theory) to repopulate the city of Houston with just 1% of one ejaculation. I really don't see the need for more potency than that.
