In their rhetoric, yes. In their actions, not so much. The real gutting of welfare (and the Defense of Marriage Act) happened under Clinton, not Reagan. Lest we forget, Obamacare was invented by Mitt Romney.
On the national level, there's no meaningful difference. It comes down mainly to branding and rhetoric. Do you really think the Republicans are going to slash welfare and cut spending? If they were going to, they would have done so by now. Just like the Democrats will never do anything substantial about the Wall Street banksters. The bailouts and fellating of Wall Street proceed the same under Obama and Geithner as they did under Bush and Paulson.

They need the "cut all this waste!" talking point to get their base riled up, and get into office. They need welfare for the same reason that churches need the devil: a foe which must always be fought, but never vanquished.
If you think about it, if the Republicans really wanted to do this nefarious welfare-slashing, they would have done so under the Reagan, Bush I or Bush II administrations.
