Mostly all servers are nowadays since the lack of Bukkit 1.8.
Even the servers you see for 1.8 are out of date because they're using Spigot which doesn't actually count since it only allows 1.8 clients to log onto 1.7 servers.
Sponge is the promised replacement for Bukkit, but it's being built on top of forge meaning that vanilla clients can now connect to modded servers which is a step in the right direction, but the forge development apparently has seen many people quit that project too.

I also felt tempted to switch over from 1.7 bukkit to a pure vanilla 1.8 server, but what little players I have there have established a nice little settlement and they do not really want an upgrade.
