There is a lot of them, they have a popular religion that can draw people in, and they are decent at hiding.
I wouldn't exactly call it a failure, though. Terrorism has taken some serious hits by government efforts against it. They would be much better off were there no war on terrorism.

Because physical conflict against resistance, guerrilla ideologies will never work internationally.
It has been successfully been stamped out, however, with awful repression and cultural distractions against the late 20th century American counter culture movements. (but it largely depended on people growing up and moving on and it didn’t truly 100% go away)

I believe it is a failure for two reasons:
1. You cannot have a war against an emotion. Defeating "terror" is impossible as long as humans are on earth.
2. To try to defeat Islamic terrorism, by bombing and invading their countries, and killing a bunch of innocent people, is foolish. It will just make them angrier and more dedicated.
