There are three, and only three ways government can get money: taxation (i.e. forcible confiscation), borrowing (an IOU on future confiscation) or printing (devaluation of presently existing money). That is a good point. But still, isn't Norway supposed to be a very good country to live in? If i remember correctly, the oil money is said to have played its part. Big time. Which is strange because i have also heard that they have not spent any of that money.

Their oil money is channeled into a fund to hedge future social welfare expense expansions; at this point, the returns from interest alone is more than paying for its current welfare expenses and as such, continues to grow.
So at this point, though it initially does require one of Meta's three options to be implemented, a fourth option has been created; living off the interest of previous exhausted physical wealth, which requires no further confiscation thereafter.

10 myle truth is, borrowing is only detour from the only 2 ways Government actually raises money: taxation and/or printing. Unless government is going to default on borrowed funds, it still must pay back by taxation and/or printing. Like it pays for everything else. Of course Gov could and does all to often BORROWS more money to pay back the ORIGINAL BORROWED funds gRrrR!
HowSomEver, unless it is going to completely default on any and/or/all/ of its borrowed cold hard cash:
