No idea what you mean with "COLO". I'm still running it, different server than before but it seems fine. There may be some slow periods when automated processes like backups are running.

Betting they mean Co-located. Most ISP's are co-located and usually with old Telco facilities because the old large buildings are mostly empty and contain battery power back up with diesel generators and the UPS system comes cheep with lease co-location. Air conditioning is also cheaper because it was over built for old telco. Current telco systems take up very little space.
OR they meant to say are you using a host that has you on a Shared Server. Dreamhost on the cheep is infamous for stacking as many users on one server as possible (even more then possible)
