Actually, yeah it is. Even if he wants to get to know her further, and maybe date her, it's ultimately because he wants to see if she'll make a decent sex partner. Yes, there are other aspects to relationships, but for guys, sex is still the ultimate driving factor. Women want sex too, but they also look at other factors like status and how good of a provider the man will be, even if this is only on a subconscious level. It can't be helped; it's biological. Women are inclined to seek providers who will take care of their offspring (even if on a conscious level they don't want any offspring) and men are inclined to want to fuck as much as possible to impregnate as many women as possible (even if on a conscious level he doesn't want any kids and/or wants the benefits of a monogamous relationship.)
These are just natural instincts. That doesn't mean that all guys are pigs and that that's ALL they want, and they have no potential for romance and other things, but if you can't accept that sex drive is the main factor, sex drive uis why they come up to talk to you, and that all guys want sex, then yes all guys will always seem like pigs to you because you're setting the bar to high.

You're not asking "I wonder what he wants from me," you're asking "How badly does he want me and what hoops can I make him jump through to get it." Now on some levels, that's perfectly understandable, because you don't want to be easy, and you're not fearless so you worry about rejection or him fucking you and leaving you, so asking "I wonder what he wants" makes sense in that respect, BUT consider the following:
How many guys have you scared away using this tactic? Chances are, if he managed to work up the courage to talk to you, he's sincerely interested, which is why I thought it was a silly question to begin with. So if you try to test him and put him through hoops he's either going to think a) that you're not interested, or b) that you just want to play games. If you really like him, you should reciprocate and start flirting back, and show him that you're interested. He's not going to disrespect you or think you're easy, if that's the reaction he's going for.
For example, you mentioned earlier that most guys don't know how to talk to women. That's because one sided conversations are socially awkward and painful. If you do what I said above, he'll feel so good about himself for immediately getting you to respond to him that it will give him a HUGE boost in his confidence and it will make him act the way you want him to act, and say the things you want him to say, because it creates positive feedback. Don't give him any feedback, and you scare him off, which is why it seems like most guys never know what to say. Make sense?

I've been on the other end of that situation. I ended up breaking up with one girl and then hooking up with the other. In hindsight, I did play games with the other girl (not really meaning to, and it got her very frustrated) and it sounds like you're going through the same thing. You're not playing games with him, he's playing games with you. He wants to see how far he can go, and has a sort of "get a hold of the next branch before letting go of the other" mentality. He's not sure about you. What you should do, is give in. Make him think that he has you, and then just stop completely. Then, you should make the move. Ask him out, and tell him he should break up with her and get with you. If he really doesn't like her and is just dragging his feet, this will put pressure on him to make a move. If he won't break up with her, then you know he's playing games and you shouldn't waste your time. But he'll still probably chase after you. Just keep reminding him that he can have you if he's willing to do the right thing.

Meh, I guess I was just trying to take the things that I desire when I'm romantically interested in someone, and then apply them to the points you were making. I mean, I know that sex is the main factor for men to talk to women, but it's different for me. I have quite the sex drive, but that isn't what totally drives me to get to know girls. If he regrets his decisions with you, then he should respect that you'd rather act like it never happened, and can't get mad at you if he also acts like it never happens.
