Not sure, it's probably a 16-bit application which 32-bit windows can emulate, but 64-bit windows cannot. I tried dosbox, but the game doesn't seem to actually require windows not dos so that's probably tricky.
You can probably get it to work by installing windows 3.0 into a dosbox installation then running the game inside of that, but I doubt it'll be worth it to do that and can't guarantee it'd even work.
