Whenever people are online or not even then my brother's video streaming always slow to a crawl to where to watch seamless streaming everybody has to cease their Internet usage which still only has a 50/50 chance of giving seamless stream.

Can he stream at a reduced quality? I don't stream, so I don't know shit about it, but it seems like that would be a thing. If your brother is on wifi he might be able to get better overall throughput by switching channels. I've been stuck on bandwidth limited throttle happy satellite internet for the last month or so, it could be worse.

We're on a Router so yes, his laptop is on local wifi and the streaming quality is smooth then it stops for some time then resumes and repeats.

try pausing and unpausing?
it works usually unless the caster is having serious issues..
troubleshoot it if rebooting the router isnt the issue

That doesn't sound like an internet issue to me. It's hard to say with almost zero information, but I'd update your video card driver, or roll it back to an older driver if you're up to date. Reboot before you do tests.

Look, if you can watch 1080P YouTube videos smoothly with no lag/buffering issues your internet and computer are perfectly fine. Live streams suck. Period. The only exceptions might be some paid services.

Charter is a lowcow player in Cable biz Comcast is largest and has the most complaints and Time Warner is #2 with far less per user complaints - Comcast is trying to get US Gov approval to buy TW
Charter uses the same basic equip the others use but far far less Nodes which is the operative word Nodes. So it make for cheeper easier build out. This makes it as OP suggested sensitive to OTHERS on Charter sucking up the BW. ADD to that the Band Width Throttles (Filters to slow the network down) Now SMART added on filters allow YOU to pay more soon for more BW during peak hours.
Netflix has fucked over the Internet and Google is about to Step up in huge amounts and drive attempt to take biz away from Cable company by delivering a lot more content on the cheep.
Until cable providers or Fios goes hard fiber directly in2 homes - Google ultimate fiber plan - Its going to be a pay to play for speed on net for a long tyme for many

could be the streamer. if they are not using the correct bit rate or are not downscaling if they need to or if they have bad upload speeds from their isp then it'll all look like lag. also their computer could be lagging.

Cant directly speak of Charter because web is full of butttt hurt over Charter slow speed and chocking up on streams. Even complaints about youtube lookin like it used to in dial up days.
Even Comcast the USA largest by far provider have registered complaints and law suits over promised speed delivery yet system fails to deliver - NOW of course it does IF you are willing to pay extra and the end user and say Netflix is willing to pay for more front end to deliver speed and stop the filters (Throttles) which are easy for Comcast or Charter to set at users Modem so its speed is limited.
I had no clue until I looked up the FCC filings on net neutrality - The old Dial up number is still the basis for the bottom edge Netflix uses and Comcast Time Warner promise by contract on delivery and that is just 1.3 MB/Sec which if you remember is a tad over the full out Dial up 1.2 Megs with so called Turbo-
Ya its a game because in reality dial up got the 1.2 number by cheating but only in the same way T-Mobile currently cheats on TV ads re promises only a market dept can promise as full out BS
Based on look up on Charter using back channel not open to pubic view - Employees hate Charter more then employees of Comcast hate Comcast. Charter does deliver as promised at 3 AM in morning which is a good tyme to stream down loads and save them!
Saving is more simple then one can imagine IF one uses Chrome browser and buys that Google $35 dongle to put anything on a tablet phone PC directly on a TV or or in the stream a DVR like memory to store contents or even and YES this is crazy - and to prove it I have just an old very old quality VCR to store the video in Analog form
Old Superman TV series works just fyne in Black n White non HD that way

I don't know if Syntax has trouble peeing. Most older men do have some kind of bladder control issue and sit around waiting to "initiate the flow" of things and may take drugs to make control of that function easier. I'm not implying that Syntax does, but older people do in general.
