AND you are right. Perhaps they do BUT NOT as it currently stands. Puerto Rico wants to be a US State. They even voted YES to b such a couple of years ago. Very very unhappy about not along with the downsides of being USA Commonwealth Guam is a mixed bag nor do I have any expertise other then locally this area has a unique number of people from Guam.
