PhpBB is probably the easiest script-kiddie tier forumboard software to install of all freeware board packages. Even you could probably do it.
Another thing, it's something I haven't heard of in years. Do people seriously still use it? I last had it on a personal website of mine circa 06/07.

I think you can include other languages as an add-on if they don't come pre-installed as a configurable user option.
