In Windows 7 Paint, there's a resize button. I don't recall how to do it on older versions of windows.
If you're on Windows 7, click that button and enter in a percentage into that box. 50 would halve it, 200 would double it, etc.

Is the image saved to your computer or is it on the internet?
If it's on your computer, open up paint, hit ctrl+o, look for the photo and double click it
If it's on the internet, right click -> save image as -> give it a title -> open up paint, hit ctrl+o, look for the photo and double click it

Ok, go to Computer/My Computer and there should be an icon that says "Removeable Device E:" or something like that. That's your memory stick. Double click on that and locate your picture, select it and copy (ctrl+c) and paste (ctrl+v) it to your desktop. Then follow the steps from @67,789 (The Editor !FuckWtfW8M)
