I think by 13, it should be acceptable. Girls usually start blossoming at that age. I'd only allow my girl to wear eyeliner and eyeshadow at 13 though. 14, she can start wearing lipstick and blush. By 16, I'd allow for foundation.

Girls should be allowed to around 12 or 13, but not before being taught that they are alright without it.
for boys, they should be comfortable with their sexuality first (at whatever age that is) and it must go well with their complexion and outfits (if eyeliner)

Whenever they feel like it, but IMO they shouldn't wear it daily, because -as psychopath said- it is unecessary, and becoming too accustomed to make-up is probably bad for ones self-image.
