Ok so one of my "clients" has their website hosted on GoDaddy.
They built their website using GoDaddy's website builder.
I had intended to scrap their website and build my own or build one in WordPress, but now I'm after realising that they don't have any hosting plan.
Does this mean I'm stuck using GoDaddys shitty website builder?

Now a warning about Cnet.ZD Net/PC World/ offers-reviews. Before YOU try anything written up by them, make sure you look for user reviews and read them carefully. If you cannot locate one then do a search such as
Review BlueVoda-Website-Builder. Don't know if you have ever downloaded something that is called FREE? On Cnet unless you go very slow and read each download step carefully, you can end up with lots of OTHER FREE Stuff you really do not want need nor should ever trust. You can step by step bypass the added garbage. Just be careful and look for user reviews. If not reviewed forget about it.

The problem is probably that @OP's client has the https://godaddy.com/hosting/website-builder.aspx plan, with which it looks like they're locked into just using the website builder. I assume there's an upgrade path for transferring the domain to a regular shared hosting plan or whatever kind of locked in hosting plan they have, but it'll likely cost extra.

I've done some more reading about Go Daddy and it seems that virtually everything is locked behind some sort of paywall.

Dunno, it didn't cost me extra but this was several years ago...I just called customer service and they changed it. So yeah, calling is best bet.
I still only pay a paltry fee.

I know lots of people that started off using Go Daddy re its dirt cheep. All have moved on for various reasons and pay just a little extra. I have been on the phone with Daddy's customer service to help a friend and its a nightmare.

Reading reviews of Go Daddy is entertaining. They are big at trying to dig deep inside your wallet after you become a paying customer.

The only problem I had with them were the post customer service calls trying to sell me extra product. I asked them to stop and haven't had a call since

Yes, all you need is a halfway decent shared hosting plan, for which there are a bunch of somewhat cheaper alternatives. There's also http://www.nosupportlinuxhosting.com/ for $1/month in case you're not fucking retarded.

This host isn't for everyone. They keep prices low by not tutoring you. But if you know about html and have some experience with linux, you can get a fast, reliable site with full shell access for $1 a month! Seriously!
They don't answer support questions that you could google (and they may even post them in ridicule), but a couple times I had legitimate questions and they replied quickly and were very helpful. (Once I was worried I would go over my monthly limit and asked if I could pay for more bandwidth, and they instead just let me go over that month, and once I had a question about how the server was configured, and they got right back to me).
I've only had my site go down once in the last 3.5 years - a virus got in, and they quickly rebuilt the system, but they didn't restore my site because, for $1 a month, they don't back up your site. They are upfront about that, so I keep a local mirror, and it was simple to put it back up.
Long story short - I'm running a fairly serious site with over 100 visit per day, full shell access, LAMP, etc., and it costs me a buck a month.
That is the Infamous site that got hacked and their solution was to clean up all servers by removing ALL Content. And tyme line wise - Dallin S. Durfee MUST have forgotten about that CRASH.
Nor do they have any back up on the system. So one best set up Auto backups

YES I read it. You need to look at THEIR Tyme line vs the infamous crash of that site. So THEY are referring to a Virus and not the infamous HACK - Not even in the same year.
