It's stupid either way, because they can't predict the future, and planning that far ahead is pointless. Either a) cars or whatever mode of transportation is most popular at the time will have changed so much that the law will no longer apply or b) it will no longer apply but some asshole with bad motives will try to use the 38-year-old law to ban cars that no longer even have emissions for some other reason and then they'll have to go through the legal process of repealing a 38-year-old law or c) gasoline/ethanol powered cars are still needed very much even 38 years from not and there will be a fucking uprising as the government tells people that they're not allowed to drive their cars to work.

It's just merely a proposal by one person. In reality, the EU will encourage member states to effectively discourage people from owning cars in cities. If you live in a major city with wonderful public transport, and along have a pedal bike why the hell would you need a car. It won't prevent emergency vehicles, taxis, delivery trucks and vans from functioning. It's only aimed for private citizens who live in major cities in Europe, so if you are in a small town/city, or in a rural area you should not worry.
If they do go forward with this, I would recommend the Singapore way. Have people bid on car ownership certificates along with buying a car.
