Apparently it isn't actually detrimental to the cat at all, as long as you're willing to regularly change things around to keep the environment new and interesting for it.

@OpSome town folk have no choice. Rufus (The Cat) lives in open countryside and is free to roam and hunt: he knows where home is and is seldom late for meals.

I think that's a bit different, because hamster cages are much much smaller (even accounting for the different scale) than apartments. And hamsters don't get the kind of stimulation or interaction that indoors cats get.
