At least in America. It's still legal to amputate the clitoral hood, the female prepuce, of a minor. That isn't FGM because we decided that it's OK. We decided the boundary, that it's okay to remove JUST the prepuces and nothing more; to remove anything more is a savage, barbaric mutilation, because that is what our culture decided.
No no no, you can't argue that we shouldn't be cutting or altering the healthy genitals of non-consenting minors at all; that's absurd!! Preposterous! Outrageous! How can one think such a thing, when it's allowed, sometimes demanded by our religions? It's okay to outlaw the practices demanded by their religions, after all they practice such a barbaric faith, but not our pure and just religions. How dare they cut a bit more than we do! That's mutilation, and we must take a global stand against it (while our lips continue to suck the blood from a newborn's penis).

Well that's just the incredibly lightweight federal law. Personally I would like to see a much harsher law in place. http://www.law.cornell.edu/uscode/text/18/116 > Except as provided in subsection (b), whoever knowingly circumcises, excises, or infibulates the whole or any part of the labia majora or labia minora or clitoris of another person who has not attained the age of 18 years shall be fined under this title or imprisoned not more than 5 years, or both.
You can still cut off the prepuce and you can still prick to draw blood from any part. Thankfully that is rarely ever done here to begin with, but to see the law permit it is rather unsettling. Of course, that isn't even going into what happens to intersex children here...

I don't read the law the same way you do; is there somewhere you read that that kind of FGM is allowed under this statute? "Circumcises" and "any part of" seem to cover what you're talking about.

The law is funny like that. IIRC, the circumcision of the clitoris refers to the "shaving" of the tip of the clitoris. Though your definition declares that the prepuce is part of the clitoris, keep in mind it is illegal to cut off the glans or part of the scrotum, or pretty much any part of the male penis other than the prepuce, of a minor without a genuine medical need, like cancer. And even if the law is broken, it's a slap on the wrist with just 5 years in jail (while the victim suffers a life sentence). Not even a sex offender status.

Not at all. To cut off the clitoral hood is referred to as "unhooding" or a "hoodectomy", not as circumcision, and it is not part of the clitoris just as the foreskin is not part of the glans. And it does seem to have some genuine merit in cleanliness and heightened sensitivity. But I would not want it forced upon baby girls. After all, it is an elective cosmetic procedure, and it carries risks that should be weighed by the individual.
