It's basically a universe. More precisely, it's when a universe starts over again when it dies, it will reverse its time flow and then start its time flow forward again, repeating this process forever.
Also, there are multiple universes, each with their own unique time loops. Travel between time loops is possible, and can alter the flow of each time loop traveled between. In this way, a time loop can change from how it went before. This is how time loops avoid becoming stagnant and evolve themselves.
