Nope. He said that he would do it, and they cgi added his face In for a second during a transformation sequence instead. Look up some interviews where he's asked if he would do the special and see what he says.

I was saying that I heard Moffat and the other writers wanted for Eccleston to come back so they could have 9, 10, and 11, but Eccleston didn't want to do it so they had to create 8.5 John Hurt.
