It's a secret proceeding, and the purpose is just to find out if there is enough to proceed with charges against the defendant.
The rules of evidence don't apply, and the constitutional protections afforded to defendants (right to confront, etc.) don't apply yet either. The prosecution has no obligation to let the defendant testify and they almost never allow it. It's fairly pointless to let a defendant testify, from a prosecutor's POV, because 1) I don't think you can get a transcript of the proceedings, to use against the defendant later, and 2) there's a risk the defendant will tell a convincing enough story to the grand jury that they will refuse to indict. It's probably a pretty good strategy if you have a sympathetic defendant who you need to make a "show" of attempting to indict, and you don't actually want charges at all.
