Yes, actually. It's very simple, but you are limited to certain targets. Simply put, if the target is someone other than yourself, then it gets a lot harder. Anyway, once all the criteria are met, just commit the murder and I can guarantee that you will not get caught.

Someone you have no relation to, in a isolated place. Every time I go rock climbing/hiking in the woods and I could kill a bunch of people, or be killed by someone, and it would be almost impossible to solve the crime considering there are no witnesses. Of course if you keep doing it regularly you will attract attention. Or killing hobos, prostitutes, vulnerable people with no family, etc. It's kinda easy to kill people when you think about it.
