This actually makes a lot of sense. If the designer Googled around for images associated with CP, thinking it was shorthand for computer parts or computer products, then she may have found and used the Pedobear image without knowing the whole story. He does appear to be in a hurry to do something, so maybe she thought that looked good next to the company's delivery policy on the ad.
Major facepalm on part of the designer for not researching the image, but it is conceivable that she did it innocently enough.

Protip: advertising of this caliber is often done by low wage, high pressure workforces of barely-educated people. The lazy Google Image Search is entirely likely.
