Not really. Even if you could afford to set up your own ISP and small towns without one do this all the tyme so its easy to lookC at costs. For you? Here is a working example of the steps one guy who gained some short tyme fame on chat boards

Bottom line he did it for about $15,000 which does include the cost of T1 line from telephone company but keep in mind a T1 and I have T1's here - cost is currently after set up is $580/mo but price varies depending on where you live and yes can be found even at $200/mo from AT&T under special cases and one of my T1 lines only costs $200/mo the others are full price.
If you want a laff? People do have their own working ISP's dirt cheep and honest they are running dial up.

Buttttttttttt FORGET ABOUT IT - No matter how much you spend to get off the grid? ALL ISP's and I mean the largest of them all - end up as resellers of a sort because they do not get on the grid themselves.
They tie into the Head End. So their are Tier one two three types of ISP's and they for the most part end up at AT&T Verizon Level 3 Sprint for the most part. NOT the AT&T etc as you think as your ISP provider but at the Head end to connect to the Net itself. So even say ur Verizon in town had to route to Verizon Tier One to get on the Net
Means unless you had billions to spend to say buy a low cow Tier 1, CenturyLink used to be crapola Qwest - Wood cost U $20 Billion to buy and then Yes U wood be totally off the Grid
