The "teach men not to rape" meme is condescending and demeaning, it's the same as saying "teach blacks not to steal". That being said, it wouldn't be rape because these women have given consent.

No, he's right. It's phrased like an unfair generalisation, similar to a racist comment. It also has a "us and them" air about it, which is never great.
A better way to phrase it would be "fight rape culture" or "educate people on the terribleness of rape". Something along those lines.
