I want to start a MC server for two of my favorite plugins, but need some help in configuring some things.
The server I want to run will be titled, "Benders v Time Lords" and will primarily focus on the bending and tardis plugins.
But I want to set some boundries like...
1. If one is a bender then they would not be able to acquire a TARDIS.
2. If one chooses to have a TARDIS then they cannot be a bender.
Since it'll be kind of overpowered to have both elemental magic and infinite storage capacity.
3. Everybody can acquire the skill of chi-blocking.
I just do not know what plugins there are for bukkit that can arrange this or if I know how to configure said plugins. Since you have more experience with MC servers than I do, I figured I'd ask you first.

I don't know anything about those mods specifically, but if they have permissions set up you can deny permissions to everyone and only give permission to people as they choose their role. Commandblocks might be useful for that, they can give any command that can be used via console. If any mod specific command works in your console, you can use it through a command block. You might also be able to set up custom perms in essentials or another plugin. So, if you built a spawn that could only be accessed when a player joins the server they could choose their role and receive their permissions via command block.

I became impatient and rented the server anyway. I saved a buck because of a promotional code.
They give me FTP access and easy one click installation of plugins.
Their control panel is pretty nice and doesn't require you to load up filezilla.
I also met someone who's going to help me with the configurations of the plugins and even spawn.
We're doing spawn simple right now (just a pagoda with the rules and plugin info inside).
Not sure if I should hand out the IP yet though.

There are some cool prebuilt building schematics around. Check out http://www.minecraft-schematics.com/ , surely you could save a lot of hassle by just modifying something to suit your needs.

The spawn really isn't important anyway. Your biggest problem is gonna be assigning classes in a way that players can't game the system (get both bending/tardis).
