The Minichan BBS software is currently closed source.
While you can't look forward to an open source version of this exact board software, there are plans for a new code base and subsequent open source release.

oh my bad, only the database class and footerlink were closed source. Minichan is mostly just TinyBBS which was actually created by our very own r04r!

Currently not available for download. It's a mess anyway, and if you just want to set something up for the lols you are probably best off with https://github.com/Dalloway/MiniBBS.
@483,245 (B) is correct that an open source rewrite is in the works, but it's currently in an utterly unusable state, and it's not certain if it ever will be.
