And by racist, I mean the "power+prejudice" sociological definition.

As you may be aware, the Korean Central News Agency recently called President Obama a "crossbreed with unclear blood" as well as a "wicked black monkey" in a recent editorial.

Since Korean people hold all positions of political, economic, media, and academic power in North Korea and this is clearly an incident of racial prejudice, does this mean North Korea is officially racist?

I was expecting something along the lines of "North Korea doesn't have 'power' compared to the US, so 'power+prejudice' can't be fulfilled, ergo it's not racist." Both Kim Jong Un and Barack Obama are "PoC" so white privilege shouldn't come into it.
