Gotham exists as a crime-ridden city because of the murder of Batman's parents. It was a showing of the Gotham police force's inefficiency, that even rich people like the Waynes' could be gunned down in the street and nobody was safe. The City of Gotham renamed the street they died on to Crime St. Batman exists because of those murders.
If young Bruce Wayne was gunned down instead of his parents though? Then his dad becomes Batman instead, and get this, his mother becomes the Joker.
