That's a very broad question. A lot of factors could make a person engage in actions that could be percieved as "evil". For example, a person's brain structure might give them psychopathic traits, or a person might have had an upbringing that somehow encouraged "evil" behaviour. Really, there is no one answer. It's better to examine people as individuals if trying to find reason for such behaviours, rather than assuming that there's one universal cause.
