Microsoft realized smartphone sales were taking off while PC sales were flat, so they decided to make a smartphone OS for the PC. Well, it's not really a smartphone OS, it's the same Windows 7 but they took out all the stuff that made it useful as a desktop OS and gave it a retarded "Start screen" and "metro apps" that they use in their smartphone OS.
