Because historically white-on-minority racism was more dominant than the reverse, leading to most people thinking of racism as being a white thing. It isn't, of course: anyone can be racist against anyone else. I think the term "reverse racist" is stupid, and if a non-white person is racist they should just be called a racist (same for "reverse sexism").
