They seem to be the only two with a clear definition of what is right and what is wrong.
Every other character is self-absorbed and awful.

what about john snow? Or eddard stark? Brieanne?
also not many of the characters are static, most of them, especially POV characters have developing consciences, like Jamie. he's changing. he'll likely never live down his dishonor, but i believe he can become an honorable person nonetheless.
sir barriston selmy has a good definition of good and evil, but also duty which makes many characters blind to their misdeeds.
Sansa has a good idea of right and wrong, but she's powerless to wield any kind of authority.

Maester Amon... dude there's a lot of good people in GOT. Margerie tyrell.

i mean, c'mon.

even the hound. he saves both Sansa and arya and doesn't rape or kill either of them. Sure he's done his duty and that's made him lack remorse, but he knows right from wrong. and he's learning how to shed his dark past.

Pure Evil? Tywin. Joffrey. Little finger. Cercei. Gregor Clegan. Lysa Aryn. Qyburn. Janos Slynt. I don't think any of those characters have any redeeming qualities or will change for anything but the worse.
