I was shooting heroin and reading “The Fountainhead” in the front seat of my privately owned police cruiser when a call came in. I put a quarter in the radio to activate it. It was the chief.

well, what pisses them off is when companies stall innovation to maintain their monopolies,
unfair anti-competitive practices (ala ma-bell back in the day),
and unreasonable price gouging.
look up anti trust laws for a more thorough explanation of what makes monopolies unfair.
now for a brief explanation as to why monopolies are awarded in the first place, Ma-bell got a monopoly because they made a deal with the government to pay for and lay down all of the telephone lines needed to create national coverage. That wouldn't have been realistic without one company laying down the infrastructure. for a modern day analog, look at fiber optic. We have many companies providing 1gb service, but no one is willing to lay down the whole infrastructure. not even google. Now if they were awarded a monopoly on fiber they would be able to recoup that loss over years of guaranteed billing. Since no one has that monopoly, no one will lay down the whole network. They'll peace-meal out what they can afford in areas they can control without a general monopoly. Had this happened with telephone service national coverage wouldn't have sprung up over night as it did, and instead would have taken 30 years to implement as is happening with fiber optic.
Now once Ma-bell made their money and it was obvious the monopoly was now stalling innovation and gouging prices ma-bell had to break up into the baby bells. Also, it wasn't long after the breakup of ma-bell that cell phones really exploded and smaller carriers were able to inject enough competition to get to a point where we have unlimited minutes.

I’m not convinced that waiting 30 years for a rollout of new technology is a bad thing. It’s surely not optimal, but it doesn’t introduce the problems of state granted monopolies.

also there've been cell phones since the 60s but they didn't come into popular use for 30 years because there was no reason to get you off of long distance and copper. as soon as ma bell broke up, innovation brought us modern cell phones.
you saw how long it took to get national coverage with cell phones. about 30 years, if not more.
