It just seems like it's, to an extent, denying reality. Their skin colour is what it is.
What I think they're identifying more with here is a percieved culture surrounding a race, if that makes sense.

You know, come to think of it, why make a big deal out of this? Race really shouldn't matter so much, because it's just a skin colour. Nothing much is actually changed just by identifying as another race.

I could see someone identifying more with Asian culture and, in that sense, be "Asian on the inside". Certainly the opposite is known to exist with terms like "banana" (yellow on the outside, white on the inside).
