Maybe if they're some sort of mixed race or their ethnicity is otherwise unclear, they'd want to specifically identify as a particular race. Or they're just a bit weird. One of those.

It just seems like it's, to an extent, denying reality. Their skin colour is what it is.
What I think they're identifying more with here is a percieved culture surrounding a race, if that makes sense.

I could see someone identifying more with Asian culture and, in that sense, be "Asian on the inside". Certainly the opposite is known to exist with terms like "banana" (yellow on the outside, white on the inside).
