In the interests of climate change, all private car ownership will have been banned by then (does not apply to the Emperor's mile long motorcade). Only federal and state apparatchiks will be transported in their own cars. Proles can ride the bus if they're fortunate enough to live near a bus line. The wealthier proles will have bicycles, but will have to pay a $300/month carbon tax to offset the increased CO2 generated by cycling instead of a slow walk. So the upshot is you won't have to worry about Toyota's unintended acceleration!
