yeah, but he was already involved in aggressive economic shennanigans and he sold a bunch of battle ships to someone and that basically put us "into the war" in 1940, well into his "neutrality" hogwash. he just meant boots-on-the-ground involvement and got us roped in to that anyway. it was inevitable, sure, but he was certainly misguiding the public about american involvement up to that point
