Actually, no. Anglophone white Protestant (or agnostic/apathetist) Canadians are pretty much on top when it comes to racial/ethnic privilege in Canada. Hard to satisfy "prejudice + power" against the top of the pile.

But "prejudice+power" is not the definition of racism. At least not in any dictionary I can find. I think it's a neologism engineered to define anti-majority racism out of existence. You don't need power to be racist: the prejudice part is sufficient.
