I read through a ton of bullshit before I found the solution, I'm just gonna post the how to here for Googlers and any of y'all that might be interested. Your device need to be rooted I think, I root everything as soon as I get it so I'm not sure. This will work with any emulator that supports controllers, and should work for almost any android bluetooth capable device. If your device isn't bluetooth capable an 'on the go' cable and setup like in the pic should work, but that's not my device so no promises.
You need
The Sixaxis Controller app.

An emulator that supports controllers, in this example I use FPse (a PS1 emulator).

Run the Six Axis Controller app on your device and get the bluetooth address, it'll be numbers/letters like this 35:85:a9:32:ea
Plug in a PS3 controller to your computer and run the Sixaxis Pair Tool
Write down the original number your controller shows so you can change it back later to use it with your PS3 again, I don't know it that's necessary, but better safe than sorry.
Then in the Change Master space enter the bluetooth address you got from your tablet/phone, double check it and then press accept.
Unhook the PS3 controller from your PC, and run the Six Axis Controller app on your tablet/phone and press start/pair. Viola, your PS3 controller is now connected! You'll have to change the IME when you want to use your controller.
Now that the controller is connected you have to configure it with each emulator, they all work a little differently. I'll use FPse (PS1 emulator) as an example, because it's one of the most confusing. Run FPse, under config and gamepads, choose analog and then assign hardware buttons, once you've assigned the buttons you're good to go with that emulator.

I have two wireless Xbox 360 controllers, but in order to use those you need an OTG cable and that special Xbox wireless adapter. With the PS3 controller nothing special is needed, although most tutorials say you need an OTG cable you really don't.
I bought the PS3 controller specifically because I thought my kids would be able to use it on the computers, tablets, and the raspberry pi. So far I've only managed to get it paired with a Nexus 7. I'm close on retropie, but they changed the file structure in their last build so all the tutorials I'm reading are wrong in at least one key step. It should be working in the next hour or so. Pairing a PS3 pad with a PC seems like it would be easy, but it's a clusterfuck. I may just end up buying Xbox adapters for the PCs.
