In the real world, capital beats labor every time. Fishing boats cost money. Fishing regulations cost money. Teaching a man to fish doesn't make the required resources magically appear. The best it can do is make them a wage slave for someone who has access to such resources or force them into debt attempting to acquire them.

Moreover, you seem to be making an assumption that poor people, purely because they are poor, will necessarily dispose of the property rather than put it to productive use. That's elitist as fuck.

well, don't jump to the assumption that i don't also believe the only way to "eradicate" poverty is with massive investments in communities. As Galbraith states in the above selection, and i'm paraphrasing, but he says that even upwardly capable people are held back when outward forces are too overwhelming. And i do believe that to be true, plenty of people "escape the ghetto," but it was not because they were smarter, it was because their situation was just different enough to allow escape. there are plenty of smart, capable people who can't, and will never escape the ghetto.
as hard as they might try.

So yeah, i think massive investments into a community is the only way to solve poverty. Education is the best long term solution, but also has the slowest return. you invest in education today and will see those kids having careers 20 years later.
for more immediate results spend heavily in poor communities. Make sure they are clean, have good roads, public transportation, access to facilities such as working electricity, gas and plumbing, make sure there are parks and community centers. Just good urban planning stuff. infrastructure. And plenty of police and social services.
If you don't do that you can build as many urban housing projects in the ghetto as you like, they'll just turn to slums. that's not elitist, that's a blight on most large american city planning departments.

anecdotally in dallas they've done away with "projects" because it centralized and intensified poverty in those areas. Now they use the HUD dept and spread it out as thin as possible. It's practically invisible in most areas, poverty is. except for the occasional psychotic hobo you wouldn't know it existed here unless you wandered down the wrong elevated highway off-ramp.

i will also add that i am talking about welfare. In fact i would have no problem if the government just gave people a guaranteed minimum income, like 25 grand or something, instead of hundreds of agencies, vouchers, coupons and stamps for things like food and diapers.
