Negative. Ownership of a working television requires a license in the UK. The licence fee only pays for the BBC nonetheless even if you never watch the BBC you are still required to pay the licence. Google it.

He is. I was wrong sorry but you would still have to prove you had not watched Live TV. The TV licensing authorities always assume a working TV means you are using it to watch live TV.
