Technically it's illegal but "tolerated". There was a membership card system (wietpas) for their coffee shops that meant only Dutch residents could visit. Cities could decide whether or not to enforce it (Amsterdam chose not to), but apparently that got scrapped, though cities can still decide whether or not they want to allow foreigners.
