It's actually very clever and makes the point quite nicely.
Obama's "if you like your plan, you can keep it" was a false promise put out there for idiots to beleive, just as the federal promise not to fuck with state regulation of Marijuana was a blatant lie. In both cases, lies are being told purely with the aim catching the opposition off guard at some later date.
