No. An FtM and an MtF transsexual start out as biological female and male, respectively. Surgery and hormones can't change XX or XY chromosomes, so it's not homosexual biologically. As for gender identity, it would be someone identifying as male dating someone identifying as a female, so it's not homosexual psychologically, either.
Actually, I'd argue it's doubly heterosexual: you have a man who is a woman dating a woman who is a man, making for a biological f-m and a psychological m-f bond. That is, @OP's scenario makes for two heterosexual pairings.
