I mean, only in America could a colossal fuck up like this happen.
Everyone and their grandmother has a fucking website. Hell, THIS place functions. If they're willing to pay a half-billion for a website that doesn't work, I will underbid that. Say, $100 Mn. And mine will crash JUST AS EFFECTIVELY as theirs.

Apparently the website cost $70 million and $600 million is how much the contractor has received for all contracts in total, including old things not related to the website.
