In order to develop SharePoin applications you need to have Windows Server as your OS.But once on a Server OS, you can't use the same Visual studio to develop Windows Phone apps.
After 24 hours of manually installing everything from the WP SDK, here it is.
I'd write up a tutorial but I know you guys don't give a fuck. Just posting this to fill the void created after all the McShit topics disappeared.

Why can't you use Visual Studio on Windows Server? The server OS is just the normal one with extra server stuff, right?

whats the easiest way to develop apps for phones if you have no concept of programming? can i use something like specified in the op? i assume its all drag and drop

Visual Studio installs nicely and the Sharepoint SDK, but the XNA famework and Windows Phone SDK tells you it cant run on the Server OS. The server OS is quite different from it's consumer counte@rpart, specially 2012 vs. Win8

It's not really drag and drop, you might make a UI mock ip in Blend, but everything it'll actually do when you oress buttons and shit needs to be coded.
EDIT: Just realized the Windows Phone App Studio is out of beta and availible for public. It's a web based drag and drop tool, as close as it gets to what you described, and you can make pretty neat apps in it, ready to ship onto the store. Just requires a dev. account .
