Because the NSA, CIA, et al exist to protect and serve the Washington elite, not the peasants. Interesting phenomenon: before 2008 the Republican party was the belligerent, surveillance state party. Now it's flipped amd Republicans are the ones that want to stop warrantless surveillance and stay out of Syria. In 2016 (or 2020 at the very latest) when a Republican is President, it will flip again.

That's surely an exaggerated statistic. On the off chance that it isn't, in my mind, it just further proves that the criminal justice and court systems in America make the odds against black people very grim.
