Angel was a mainstream production designed for a target audience, it's better in many ways for that reason alone. More seasoned writers, more professional production teams, etc, etc.

However, Buffy was highly experimental and hip for its day. It's success was something of a surprise. The show really broke new ground in many ways. Which is why Buffy is more important to watch than Angel, IMHO.
