The term is "bug-chasing." It's very fucked up, but I think some of the psychology stems from how touchy the subject of sex education in the classroom is in America. Even if you do have a course on it, there's usually just the obvious "sex make babby" shit and maybe a few pictures of herpes. AIDS is hardly ever touched, so there's kind of like an implication that it's something you can live with.
It's also a case of relief. Some gay men feel that they're inevitably going to get AIDS, so getting infected means they won't have to worry about it anymore. As for the people in OP's pic, I've seen it before and holy shit it made me want to punch my wall.
