Not sure if it's a good idea to use paypal if either party does not want to send a picture of their full ID to paypal. They can and will lock your account if it's not verified and transferring large sums of money.

If you do the whole identification thing it may not be much of a problem, I don't know. There's just a lot of reports of paypal holding money and it's a good idea to be wary. I don't know any good alternatives. Bitcoin? :)
